What does t mean when the Notifications show a "disk at risk"?

Disconnect the two USB drives and see if you still get that error. If you do then it's the PC. If you don't then reconnect each drive one at a time to see if the error happens there.

    Hello Neil, sorry to hear you're having trouble.

    The message you're receiving suggests that your internal hard drive may be at risk of failure. I would recommend backing up any important files to an external drive then have your PC looked at by a professional to try and fix the issue.
