Cannot Create or Delete Azure Database for PostgreSQL flexible servers

I attempted to create a PostgreSQL flexible server and the deployment failed with no additional or actionable details. I followed the support solution advice to attempt to delete them again using the CLI, and they don't appear in the list of servers accessible using the CLI commands. Attempting to recreate a new server only results in another failed deployment and another entry in this list below.

All the failed servers are have been in this "Dropping" state for days now.

How can I permanently delete these "dropping" servers and create a new server?
