Spotlight/lock screen issue

Question

Fresh windows reinstall, lock screen skips full image phase and goes directly to enter pin. Inconvenient, as i prefer to sometimes leave system on lock screen with date/time. How would i go around fixing that?
Done
-dism+sfc
-attempt to change options in settings (checkbox for tips/trick on lock screen keeps reverting and dropdown despite having spotlight as an option resets back to picture option)
