I understand you’d like to upgrade the public IP of your Azure VPN Gateway to a Standard SKU.
Microsoft has introduced a migration tool that lets you upgrade from Basic SKU to Standard SKU without changing the IP address, though it does involve a downtime (up to 10 minutes).
To check if this option is available, go to your VPN Gateway in the Azure portal → Settings → Configuration. If you see a Migrate tab,

If the Migrate tab isn’t available, the functionality hasn’t yet rolled out to your region. In that case, the only option is to recreate the VPN Gateway.
