Hi, I am an independent advisor and welcome to Microsoft Q&A.

Let me help you with the issue.

According to Virustotal, the website and the downloaded file do not have any viruses.

I have downloaded the file and scanned it, but it didn't detect any virus. My Microsoft Defender didn't flag it as malicious.

It is Okay to be cautious. No, it's not malicious, and it is legitimate. Please ensure that you download it directly from the website and not from any other source.
