I initially encountered Error 0x80070002 when downloading basic typing for Simplified Chinese. Then i did the following:

PowerShell sfc/ scannow —> “there is a system repair pending which requires reboot to complete/ Restart Windows and run sfc again”

Then i restarted my computer and tried reinstalling the basic typing for Simplified Chinese again.

Then Error 0x8007371B showed up, i tried Dism /online /cleanup-image /ScanHealth + CheckHealth + RestoreHealth + sfc /scannow —> no issues found with all commands

I then tried uninstalling the whole language pack and redownloading, and ended up with Error 0x8007371B again as well.

    Dear Sasha

Thanks for reaching out! Welcome to Microsoft Q&A. I'm Haien from Microsoft Q&A.

I understand you've tried sfc /scannow and DISM commands, but the error 0x8007371B persists when trying to install the Simplified Chinese language pack. The error code 0x8007371B typically indicates that there is a problem with the Windows Component Store, which is a collection of files needed to install new features, language packs, and updates. While the DISM commands often fix this, sometimes the corruption is in a way that those scans can't automatically repair. It can also be caused by a glitch in the Windows Update cache or interference from other software.

    Important notes/warnings before getting started:

    • Back up important files before any changes (use OneDrive or an external drive).
    • Run commands as Administrator (right-click Start > Terminal (Admin)).
    • If you're on a VPN or have third-party antivirus/firewall, temporarily disable them—they can interfere.
    • After each step, restart and try reinstalling the language features via Settings > Time & Language > Language & Region > Options for Chinese (Simplified, China).

In the meantime, you can try some effective solution to sort you out:

    • Go to Settings > System > Troubleshoot > Other troubleshooters > Find "Windows Update> click Run > follow prompts.
    • Click the Start Menu, type cmd > right-click on Command Prompt > select Run as administrator > Type the following commands, pressing Enter after each one:
      • net stop wuauserv
      • net stop cryptSvc
      • net stop bits
      • net stop msiserver
      • ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
      • ren C:\Windows\System32\catroot2 catroot2.old
      • net start wuauserv
      • net start cryptSvc
      • net start bits
      • net start msiserver
    • After running these commands > close the Command Prompt > Restart > Settings > Windows Update > Check for updates > try installing the Simplified Chinese language pack again.
    • If above fails—refreshes system files without data loss: Download the Windows 11 Media Creation Tool via this link Download Windows 11 > Run it > select "Upgrade this PC now> Keep files and app. For reference of this option, please visit this article: Reinstall Windows with the installation media - Microsoft Support

Please keep me updated with anything new that you were try to each option.
