Hello Rosalina Liu,

it depends what you want to enroll, for Arc-Enabled server, you can easily enable ESU as it is consumption-based through the Azure portal. For the rest cases, like Windows 10, non Arc-Enabled on-prem Servers you will have to obtain Extended Security Update (ESU) licenses Multiple Activation Keys (MAK).
