If this event (Event ID: 1796) is triggered after "Set a PIN password", will it result in the following message?

"Something happened and your PIN isn't available"

No, Event ID 1796 by itself doesn't generate the PIN unavailable message.

But if the Secure Boot DB/DBX update was accompanied by a firmware/TPM modification, then that might disable PIN sign-in.
