This command cannot be run due to the error: The specified executable is not a valid application for this OS platform in Custom VM Script Extension

Question

I have created a Custom VM Script for installing .net framework 4.8 in my VMSS, the powershell script is as follows133195-installnetfx48.txt

But im getting this error "This command cannot be run due to the error: The specified executable is not a valid application for this OS platform"
when i debugged, i found that the .exe file is installed as app and not as installer.
It would be a great help if you can help me with this.

Maybe the Developer pack can have different file properties: https://dotnet.microsoft.com/download/dotnet-framework/thank-you/net48-developer-pack-offline-installer
