MS Outlook never worked

Twice, over the years, I have signed up for an Outlook account. Each time, I tried to use it for the very first time less that five minutes after I set it up. The response was that 'Microsoft detected a mass mail from this account and we think you are sending spam'. This is absolutely crazy. I have NEVER sent any mass emails from any domain, much less spam. How can I remedy this?

    Have you tried completing the security verification steps when Outlook showed that message, or were you unable to get past it at all?
