Azure PostgreSQL database Flexible Server Stuck in Starting Status 3 days ago

A PostgreSQL Flexible Server has been stuck in a starting status for three days and does not accept any commands such as stop or start.

User's image A banner displays, and when attempting to run the command az postgres flexible-server stop, the following message is received:

(SeverBusyWithOtherOperation) Cannot perform 'Stop' server operation because server '<server-name>' is busy processing other operation.
Code: SeverBusyWithOtherOperation

something similar had happended to it year ago and the azure support team help us to resolve this issue , so anyone from the Microsoft staff can give some support on this please.

Apologies for inconvenience caused.

Currently there is an outage in EASTUS region - Azure database for PostgreSQL Flexible Server -VM capacity issue, primarily across burstable SKUs/V5 SKUS. The root cause has been identified as a capacity constraint. As part of our mitigation efforts, we have temporarily blocked all scale operations across all zones for burstable and v5 SKUs some cases.

To address capacity issues, it is advisable to use an different region or opt for the general purpose v3 SKU with availability zone 3 until the problem is resolved. Additionally, we are exploring options to whitelist and unblock the issue based on recommendations from the capacity team.Thanks!
