I want to deactivate Office 2016 and remove from my laptop completely

    There is no deactivation process provided, you just need to uninstall Office from your laptop using the normal method in the Settings app to uninstall software.

    Then, if oyu want to install Office on another PC, when you first installed and activated Office that licence should have become associated to your Microsoft Account online and it is from there that you can re-install Office without the need for a product key:
