I had a digitally signed license for Windows. It is not activating when i changed the laptop.
Where did you get your Windows Pro licence was that pre-installed on the PC or did you purchase a full retail Windows licence direct from Microsoft or from a 3rd party retailer?
Or is your Windows Pro licence based on a previous Windows 7 or 8 licence?

Microsoft changed the licencing rules over a year ago, after they changed the rules, a Windows licence based on a previous Windows 7 or 8 licence cannot be used to activate Windows 10 or 11 on new hardware, the free upgrade licence dies with the motherboard.
So, most likely, you will not be able to re-activate that licence on the new laptop, open the Settings App, then go to the Windows Activation settings, click the Troubleshoot button, select 'I changed my hardware', and then select the old laptop that was previously activated, does that process move the licence to the new laptop?
