It will not allow me to change my primary email alias.

I am attempting to change the primary alias on my microsoft account so I can remove the current primary alias on it and give it to a different account, as the current primary (and only) email on that account is shortly going to be defunct.
Every time I attempt to change the primary email, I recieve red text saying "We cannot change your primary alias at this time"
Please advise me on what to do next because I have a limited window before I'm locked out of the main account.
