EOP has several ways to block domains or IP address what about to block single sender (email address)?

Apart using the the option "block", can an user block also domains, IPs and senders independently?

You mean via Outlook or OWA? Sure, by sender or domain or country , but not IP

Yes, the user can use "Block a mail sender". That option is going to synk with the outlook Junk Email folder [only is OWA is activated ] but I couldn't find the option from the user to block also domain or country from EOP.
The only access an average user has to EOP is their own quarantine. Otherwise, only admins can do that via EOP.
The end user can only block by sender in their own quarantine
