Autenticator Problem

I'm unable to sign in to my Microsoft account because I'm prompted to use the Microsoft Authenticator app, but I no longer have access to it (for example, after changing phones). As a result, I'm unable to sign in to set up the app again. How can I regain access to my account or remove the Authenticator requirement?
