What's the account that you are working with(Exchange server, Microsoft 365 or others)? And did the PDL mean "personal distribution list" ?
If you mean the personal distribution list, as I know, it was created by the user on Outlook client via Contact>New contact group>add members, and only the user who created the list could use it (including add/remove the member and send the message to this group) in his client unless he assign the contact permission to you.
If it's your case and you would like to get the owner permission of other user's distribution list, you could contact the user who created the list and ask him to assign the owner permission on his mailbox like below(contact>right-click the contact folder>properties>permission>add your address and assign the owner permission)
If that's not your case, please provide us with more information about your issue(account type, where and how was the PDL created etc.).
