Cannot enroll in MCPP (Microsoft AI Cloud Partner Program) for Azure App Publisher Verification - Options Blocked

Dear Microsoft Support Team,

We are experiencing an issue preventing us from obtaining Publisher Verification for our multi-tenant Azure AD SSO application. This is blocking user consent as our app is marked as "unverified."

Our Goal: Enroll in the Microsoft AI Cloud Partner Program (MCPP) to acquire the Partner Global ID (PGA ID), which is required to verify our Azure AD App Publisher.

Enrollment Problem: When signing up for Partner Center, after selecting the "Build" path, we reach the screen titled "Join a program to unlock new opportunities."

The required program, "Microsoft AI Cloud Partner Program" (the new name for MPN), is listed under "Other areas" but the checkbox is unselectable/greyed out, leaving only "Bethesda Partner Program" and "Windows and Xbox" available.

Account Details and Troubleshooting Already Performed:

1. Work Account Used: ******@sportalliance.com
2. Account Status: This user has the Global Administrator role in our Azure AD tenant and signs in with Multi-Factor Authentication (MFA).
3. Domain Check: The domain magicline.com is fully verified in the Azure AD tenant where the application is registered.
