Microsoft outlook.com security issue

I want to change my outlook password. I log in. I change my password. Everything happens as expected. Microsoft automatically logs the account out and ask me to log in again. I log in. Password incorrect. I try again. Password incorrect. I try the old password. Password incorrect. I follow the ”I forgot my password” procedure. Get send a sms with the reset code. Microsoft accepts the code and ask for a new password. I re-enter the new password. “Old password. Password already used. Select a new password”…. WHAT? Ok, chose a new password. Password accepted. Try to log in again. Invalid password. Try the reset again. Same result. Ok, we will try and wait for 24 hours. I will just use one of my secondary accounts to do my business. “To prove you are the owner of this account Microsoft will now send you a verification code to your LOCKED email account”. WHAT? This on every single secondary account that uses the primary account as a recovery email address. Of course, all these accounts are linked to other services. I notice the one drive account icon. It works without asking for the new password or complaining that the account is locked. Strange. Assume this is a credential cashing problem but the credentials are nowhere to be found. Not in the account manager, not in the credential manager or anywhere else. Removing the account has no effect. If there was ever a definition of being screwed this is it for me. What now? Is it not enough that I know the account user, the password as well as having the mobile phone, the correct number and even the Microsoft supplied code to unlock my accounts? Can anyone help explain this behavior to me or tell me what else I can try or should I just hope and pray that in 24 hours the accounts will be available to log into again?

    Please submit a recovery form at https://account.live.com/acsr. The information you will give should match the information in the system so give as much detail as possible like old passwords, devices, purchase history, account usage, etc. You can submit up to 2 forms a day. After submission allow 24-72 hours for verification.
