Hiw do i add my work email to microsoft authenticator when im suck in a loop?

I recently got a new phone and I need to login to my outlook email, but it won't let me because I need to approve the sign in on the authenticator app. But when I try to add the email to the authenticator app, it says it needs to be approve. So I'm suck in a loop

Make sure the account does not already exist in the app before doing the restore.
