2 step authentication doesn't work

I have 2 step authentication activated on my Hotmail account. It has always been a google voice number. Now I have lost access to this account and because 2 step is active it want to send a verification code to the google voice number I have ont the account. BUT apparently you can no longer have this type of phone number for verification. I can't change it cause i can't sign in and in any vet ANY help because of the 2 step activation being enabled. How can I get to live support or email to remedy this. I have EVERYTHING including one drive docs attached to this email. Thanks

    I have tried all recommended solutions. But keep getting error message when I request code be sent to back up phone number. (Voip)
