Hello.

Using Windows Server Standard 2025 with the HyperV role, I can create two virtual machines running Windows Server Standard 2025 or earlier without having to purchase a new Windows Server Standard license.

But if I want to create Linux virtual machines (e.g., Ubuntu, open source) on Windows Server Standard 2025, can I create as many as I want without having to purchase another Windows Server Standard license?

You are correct that Windows Server Standard 2025 includes rights to run up to two virtual instances of Windows Server Standard (or earlier versions) when the Hyper-V role is enabled and all physical cores are licensed.

Regarding Linux virtual machines—such as Ubuntu or other open-source distributions—you may create and run as many as your hardware supports without needing additional Windows Server licenses. The licensing restrictions apply only to Windows Server operating systems, not to third-party or open-source platforms.

Please ensure that your Linux VMs comply with any licensing terms specific to those distributions. From a Windows Server perspective, there are no additional license requirements for hosting Linux VMs.
