Not receiving code in Authenticator app and outlook mail

I am not receiving the verification code in my Authenticator app. I have tried other methods, but I am still not receiving the code in the Outlook Mail app either. As a result, I am unable to sign in to the Authenticator app or access my emails on my new phone. But my mails already open in my old phone.

When I try to sign in, I receive the verification code on my personal recovery method the first time, but the second code does not arrive in either the Authenticator app or my email.
