Right click context menu missing "new" tab

Currently using Windows 11, Version 10.0.26100 Build 26100

When right-clicking on the desktop or in file explorer, the "new" tab for creating new folders/text documents/etc. is entirely gone. Things I have tried so far::
--Task manager, restarted Windows Explorer
--sfc \scannow w/restart
--DISM w/restart
--Restored File Explorer to default settings

Things I tried that I found online claiming to resolve the issue::

--Added key named "UseExperience" under Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\ImmersiveShell\Launcher
--Added DWORD (32-bit) named "New" under Computer\HKEY_CLASSES_ROOT\Directory\Background\shellex\ContextMenuHandlers with the value {D969A300-E7FF-11d0-A93B-00A0C90F2719}
Unsure where to go from here, any assistance would be greatly appreciated.
