Cannot create new App Registration for User Flows in existing Azure AD B2C tenant — “Accounts in any identity provider or organizational directory (for authenticating users with user flows)” option missing

Description:

I’m facing an issue while trying to register a new application inside my existing Azure AD B2C tenant.

When I go to Azure AD B2C → App registrations → New registration, the registration page only shows the standard Microsoft Entra ID account type options:

Accounts in this organizational directory only (Single tenant)

Accounts in any organizational directory (Multi-tenant)

Accounts in any organizational directory and personal Microsoft accounts

However, the expected fourth option

“Accounts in any identity provider or organizational directory (for authenticating users with user flows)”

— is missing.

As a result, I cannot register a new application that can participate in B2C user flows or custom policies.

What I’ve already verified:

I am switched to the B2C tenant, not the Microsoft Entra ID (core) tenant.

I am creating the app from the Azure AD B2C blade, not from the regular Entra ID App Registrations blade.

I have Global Administrator and B2C Tenant Administrator permissions.

  • I already have existing B2C applications in this tenant that were created earlier and still work fine with user flows.

Expected behavior:

When creating a new app registration within the B2C tenant, I should see the “Accounts in any identity provider or organizational directory (for authenticating users with user flows)” option, allowing the app to be used in user flows or custom policies.

Actual behavior:

The above option is missing, and any app registered with the available options cannot be selected under B2C User Flows → Applications.

AADB2C90068: The provided application is not valid against this service.

Impact:

This issue blocks me from onboarding new applications into the existing B2C tenant for SSO and integration testing. Existing applications continue to work fine.

Please advise if:

This could be related to a portal update or rollout issue affecting certain tenants or regions.

There’s a workaround or backend fix to re-enable the “User flows” app registration option for my existing B2C tenant.
