Azure Database for PostgreSQL flexible server isn't accepting any connections

Azure Database for PostgreSQL flexible server isn't accepting any connections. The status is ready, the connectivity method is public access, and firewall rules allow all public IPs

When I go to Settings > Databases I get this error "Failed to load PostgreSQL flexible server databases." I tried to restart the server, but I get this error "Cannot perform 'Restart' server operation because server 'name' is busy processing other operation."

Please kindly support
