Windows hardware developer program is showing access restricted while login to partner centre

I recently registered for the Windows Hardware Developer Program and my vetting status shows "Authorized". However, when I log in to Partner Center, I see the message " Acccess Restricted due to account deactivated".

I have not yet submitted a driver, but I do have a valid EV certificate from SSL.com and am preparing my CAB file for attestation signing.
