Why won't Authenticator accept passkey QR codes?

When scanning a QR code to set up a passkey now required by my HSA website, authenticator returns "Invalid QR Code, this QR isn't supported in Authenticator. Get a valid code and try again." The code is valid. Why then is it not accepted? I no longer have a work account as I have retired. My personal account is in Authenticator
