You can try this: first, open Settings > System > Sound, and under Input, make sure the correct microphone (like "Internal Microphone" or your headset mic) is selected and the volume level moves when you speak, that’s a quick way to check if Windows is detecting your voice. Next, scroll down and click Microphone privacy settings to ensure that Microphone access for this device and Allow apps to access your microphone are both turned On. Then, open the Voice Recorder app again, make a short test recording, and check if the playback volume slider is up. If still silent, try updating the audio driver by going to Device Manager > Sound, video, and game controllers, right-click your audio device (often "Realtek Audio" or "Intel Smart Sound"), and select Update driver > Search automatically.
If none of those help, try right-clicking the speaker icon on your taskbar, select Sound settings, and under Advanced, choose More sound settings > Recording tab, then right-click your mic, select Properties, go to the Listen tab, check Listen to this device, and click Apply. That test will let you hear if your mic signal is reaching the system at all.
