My computer was previously controlled by my college and now that I have graduated and no longer have access to their facilities and resources, I am unable to update my computer as they controlled when it would update. How can I remove their settings?
Run regedit and clear out the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsUpdate then reboot.

Not much to go on. What problem are you trying to solve? Depending on the specific settings a clean installation may be the recommended solution.
I'm trying to be able to update my computer so I can download a program that I need but when I do, this is what I see.
Have you confirmed the key is still cleared? HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsUpdate
There's a default string with no value that I am unable to clear.

Assuming you're talking about just the update settings.
If you're talking about other settings - you may be on intune (AAD joined), - go remove yourself from the "Access work or school" section of the "Accounts" section of the Settings app.
