Visual Studio 2019 not opening

Visual studio 2019 Community won't open at all. When I try and open the application, a loading symbol appears for a second by the mouse cursor and then nothing happens after that. I have tried uninstalling and reinstalling several times with no luck.

    Try firing up the developer Command prompt under the Visual Studio menu, enter devenv /safemode and if Visual Studio starts there is an issue with an extension and if this does not work the next thing to look at is Windows Defender and/or any anti virus software which may be causing Visual Studio not to load.

    Please update your operating system and install the latest version of .NET Framework, you can click this link to download.

    Please try to delete the Visual Studio Installer directory, its path is: C:\Program Files (x86)\Microsoft Visual Studio\Installer.

    Then click this link to download the latest Visual Studio Installer, and then try to run the program (run as administrator).
