For the moment, there are several licenses available on Windows

Yes, the Microsoft Volume Licensing Service Center (VLSC) is no longer available. It was retired in April 2024. The functionality previously provided by VLSC has been moved to the Microsoft 365 admin center. VL Administrators who previously accessed VLSC with a Microsoft Entra ID now have access to the VL pages in the Microsoft 365 admin center.
