Changing between typing languages

For some time now I have a problem with changing languages between English UK and Greek.  Trying to change between English UK and Greek I get English-Greek-English-English-Greek-English-English-Greek, etc. I suspect that the problem is caused by English US interfering, but I am not sure. I removed language code 00000409 (US) from registry but it appears again after rebooting (however, this has not any result).

My system:

Windows 11 Home 25H2. I have scanned the system with sfc /scannow and did not find problems.

Physical Keyboard: English UK

Display language: English UK. (Also available for selection English US and Greek, although I do not need them. I tried to remove English US without success).

Preferred typing languages: English UK and Greek

Hot keys for changing between English UK and Greek: ctrl+shift (left). I  tried other combinations of hot keys without result.

I use same settings on my second laptop with Windows 10 and they work fine.

Any help is welcome!

    Open the old Control Panel

    At the top of Control Panel, set View to Icons

    Select Region

    Select the Administrative Tab on the resulting dialog

    Click Change System Locale in the 'Language for non-Unicode Programs' section

    Set the language in the drop down to the same as the System location/Language

    .

    Open the Settings App, then go to Time & language - Language & region

    Scroll down and select Administrative language settings or Additional Settings

    On the Administrative tab click the Copy settings button

    Enable 'Welcome screen and system accounts' and also New user accounts

    Save that setting.

    Restart (not shut down) the PC
