How do I stop items that I delete from my Microsoft Edge Favorites from reappearing?

I'm trying to clean up my MS Edge favorites, but items I delete keep reappearing. I've tried turning on and off sync. I've even gone in and deleted all my other MS Windows devices, but they still keep reappearing. I even have two favorites that reappear duplicated numerous times in the same location. Does anyone have an idea on how to fix this? Thanks
