Provisioning in requested region is not supported. Your subscription might not have access to create a server in the selected region.
I need create resource in region Brazil South.

You can’t submit a “Quota/Region Access” request, because it’s categorized under technical support, which requires a paid support plan or a paid subscription.
To fix your issue, please follow these steps:
1)Upgrade your subscription to Pay-As-You-Go (it’s free to upgrade; you’ll only be billed for what you use).

2)After the upgrade completes, go to: Help + Support → New Support Request → Issue type: Quota → Quota type: Request region access.

3)Then request Brazil South (or any restricted region).

To resolve your issue, please follow the below MS document:
Exceeded quota:
Request quota/region access: In the Azure portal, navigate to Help + Support → New Support Request → Quota → Request region access. You can ask Microsoft to enable Brazil South for your subscription.
Subscription access:
Your subscription might not have access to create a server in the selected region if your subscription hasn't been registered with the SQL resource provider (RP).
