unable to create application proxy using msappproxy.net url - Private network settings failed

Question

I'm trying to create an Application proxy app for a SCEP Cert, but it fails when I try and use the URL ending in "msappproxy.net". I can create one using one of the other domains in my Tenant but it requires that I setup a cname record pointing to the msappproxy.net url (see below). . Is it possible to just use the msappproxy.net URL?

The error I'm getting is "Private network settings" Application operation Failed.
