I am showing that I have two Microsoft 365 Basic accounts. One is paid annually and the other monthly. Can I just delete one of them?

Yes, you can delete one of those subscriptions if you do not need it, are you able to use the steps they provide on this link to cancel one of those Microsoft 365 subscriptions.
