Can't file a support ticket

From partner Center, we are receiving a 2100 error (duplicate tax ID). Locks us out of filing a support ticket, AI can't help (says fill a support ticket, can't), our certified MS partner (IFI) tried to file a ticket on our behalf, but hit same dead ends. Can't call Microsoft either. It's been a month of dead ends. Please help!
