Cannot create new Azure Postgres Flexible Server in eastus despite quota increase

When creating another Azure Postgres Flexible Server through terraform we get the error below.
We do have existing Azure Postgres Flexible Server in that region.
After requesting a quota increase the error persists.

Error: creating Flexible Server (Subscription: "XXX" Resource Group Name: "XXX" Flexible Server Name: "XXX"): polling after Create: polling failed: the Azure API returned the following error: Status: "LocationIsOfferRestricted" Code: "" Message: "Subscriptions are restricted from provisioning in location 'eastus'. Initially, the issue was that couldn't create a new Azure Postgres Flexible Server in East US, even after the quota was increased. After contacting the internal team, the issue was resolved.
