The Q&A Assist Idiot gave you an answer for a paid MS 365 Business user. Based on the tags you used on your question, you have a Personal (Free) Microsoft/Outlook account. There is no voice support for Personal Accounts.

And the Disability Answer Desk does not offer support for Microsoft/Outlook Account questions.
