Azure SQL Managed Instance stuck in "Starting" state – Dev/Test subscription

Hi team,

I have an Azure SQL Managed Instance that has been stuck in the "Starting" state for several hours. This is on a Dev/Test subscription, and I do not have a paid support plan, so I’m unable to open a support request through the portal (which is also throwing UI errors when I try).

I’ve tried:

  • Checking Resource Health (shows healthy)
  • Running diagnostics (no actionable issues found)
  • Attempting to stop/start or failover via PowerShell and CLI (not supported in current state)
  • Trying multiple browsers and incognito mode to access support
