Why can’t I create an Azure Static Web App on my Azure for Students subscription, and why do I keep getting the ‘RequestDisallowedByAzure’ region restriction error even after selecting allowed regions?

Problem Summary:

I am unable to create an Azure Static Web App using my Azure for Students subscription.
The deployment constantly fails with the error:

RequestDisallowedByAzure: This policy restricts region deployment.

I tried all available backend regions (West Europe, West US2, Central US, East US2)
but the Static Web App creation still fails.

Please remove the region restriction or enable my subscription to deploy Static Web Apps.

Details to include:

- Subscription: Azure for Students
- Service: Static Web Apps
- Issue: Deployment restricted due to region policy

    Hi,

    Azure for Students restricts which regions you can deploy resources to. Typically you are restricted to five different regions, and these vary for each person. If one of these regions isn't a Static Web App region, then unfortunately you will be blocked from deploying SWA.

    Please navigate to Azure Policy -- Authoring -- Assignments using link below:

    https://portal.azure.com/#view/Microsoft_Azure_Policy/PolicyMenuBlade/~/Assignments

    Click on assignment named Allowed resource deployment regions

    Examine Allowed locations Parameter value for list of regions, similar to below (regions in screenshot are different than yours):

    The regions shown in your Parameter value are the ones you are allowed to deploy resources to. Please try to create resources in one of these regions and let me know the results.

    Azure for Students accounts limit the regions where you can deploy resources. Usually, each student is allowed access to about five regions, and these can differ from one user to another.

    The error message “RequestDisallowedByAzure” indicates that the resources you're trying to deploy are blocked due to a policy restricting the Azure regions where your subscription can create resources.

    Please go to Azure Policy → Authoring → Assignments using the link provided below:

    • Click on assignment named Allowed resource deployment regions
    • Review the Allowed locations parameter to see which regions are permitted for your subscription. It should show a list of regions.
    • The regions listed in your Parameter value represent the locations you are permitted to deploy resources to. Please try creating a resource in one of those allowed regions.

    Allowed regions depend on:

    • Datacenter capacity
    • Local compliance rules
    • Microsoft’s allocation for free-tier accounts

    This is expected with Azure for Students.

    That subscription type has strict deployment policies, and Static Web Apps is one of the services that is limited or completely blocked depending on the region capacity at the time.

    The key point is that the region error has nothing to do with the region you select. The subscription itself enforces backend deployment restrictions, and Static Web Apps often cannot be deployed at all under Students offers when the service has limited capacity.

    So, the behavior you’re seeing is normal:

    • You pick an allowed region.

    • The backend tries to place the Static Web App in a region not permitted for Students.

    • Azure returns RequestDisallowedByAzure no matter which region you choose.

    There is no setting, no policy, and nothing support can “enable” for you.

    The only way to deploy Static Web Apps reliably is to move to a Pay-As-You-Go or regular subscription where the region policies are not enforced.

    In short: The error comes from the subscription type, not the deployment region, and Azure for Students simply does not guarantee Static Web App deployments.
