Digital Licence Activation Issues
A year ago I bought a Windows 11 Pro Licence from the Microsoft Store. So theoretically this licence should be activatable once I login to my Microsoft account on my PC.
This year I have changed the M.2 and updated BIOS which is critical since I am using a 13th Gen Intel CPU. This often wipes the ID from the MOBA and Microsoft has Licences linked to this for some reason. I did all of the typical online troubleshooting methods selecting I have recently changed my hardware etc etc... Nothing works.
This real issue is the syncing problems with my online account on https://account.microsoft.com/vs Windows... If I go to Settings > Account > Linked Devices. I can see my previous linked PCs (Aka the device that it thinks existed before updating BIOS) and my Surface Pro. Which I should be able to click Remove Device and should free up my digital licence. This bigger issue is that https://account.microsoft.com/ no longer can see these devices which it used to be able to. It only shows 1 device linked to my account which is the PC after the BIOS update. No longer can see my Surface Pro and my Microsoft Store Digital Licence. Calling tech support made the bot lock on the solution to use the web services which is not the issue.
If I try to use Linked Devices and try to remove my old PC from there I get an error message of.... TraceID: +rnpWsbO6E60wikD.10.109

Which of course as a home user you can no longer contact Microsoft Tech Support anymore.

2025-11-24T20:04:31.7833333+00:00 0xC004F211 error code means that some hardware on your computer has changed and Windows can’t verify your license. Ask Microsoft support for the help.

Purchase thru Store is tied to hardware used for purchasing. The Store sends an information about your purchase directly to the activation servers so there is no need to use a key.
Store says before purchase that this license is tied to hardware, but this is not evident enough unfortunately.
Seems BIOS update changed hardware ID so Windows decided it is transferred to another PC.
