Are you looking to implement a Fortinet VPN as a Network Virtual Appliance (NVA) inside Azure vnet? Or do you want to connect a Fortinet VPN which is on your on-premise to the Azure S2S VPN?
If you want to integrate the NVA inside Azure, please refer to this document that talks about how to- Deploy highly available NVAs. Whereas this article talks about Best practices to consider before deploying a network virtual appliance.
If you want to setup a VPN between Azure and Fortinet VPN on-premise, please refer this Fortinet document on configuring an IPSEC VPN between Fortinet and Azure.
Regarding pre-requisites for the NVA, there are no pre-requisites except that you need a Virtual Network with a separate subnet for the NVA preferably for security purpose. You may need Multiple NIC support for the NVA depending upon your setup and requirement to isolate and better manage the traffic. Regarding SSO, you should be able to integrate SSO with NVA.
