How to fix backup vault blob instance protection error

After adding blob instances with a managed identity via terraform my blob instances are stuck in the protection error loop. Fixing the protection error with the "fix protection error" button is also failing with the DppChannelAgentDefaultError: Received a non-success response. I've tried to recreate the and add them manually via the portal, but thats not possible, because deleting the old blob instances is also failing.
I also read in a other thread (https://learn.microsoft.com/en-us/answers/questions/5608523/when-configuring-a-backup-for-blobs-i-get-protecti) turning off Soft Delete and PITR on the storage account could fix it. But unfortunately its blocked by a policy which i cant disable also. However i need a solution for this issue as soon as possible.
