When you click on the Cloud Shell icon in the Azure Portal, it's opening Automation Accounts instead of displaying the Cloud Shell terminal with Bash and PowerShell switching options.
This is a navigation issue that can be resolved through the following troubleshooting steps
The Cloud Shell icon is located in the top navigation bar of the Azure Portal, not in the left-side menu where Automation Accounts and other services appear -

Please do not navigate to "Automation Accounts" from the left-side services menu or search bar and do not click on any service tiles or cards in the main portal dashboard.Cloud Shell is accessed via the toolbar icon, not through the services menu.
Cloud Shell also requires the Microsoft.CloudShell resource provider to be registered in your subscription. If it's not registered, Cloud Shell may not launch correctly.
Clear your browser cache, cookies, and browsing history, close all Azure Portal tabs. Try accessing the portal in an incognito/private browsing window and login to the Azure Portal again and attempt to launch Cloud Shell.
