If the browser is failing to send the code to your phone I recommend trying it again but through incognito mode or a different web browser, if that doesn’t work try using your phone’s mobile data or a friend’s wifi, trying a different source of internet connection usually works to get around the bug.
If the account is still locked you can try the account reinstatement form instead.
