When accessing the motherboard settings, check the processor temperature > in the BIOS, disable CSM and secure boot > set the USB flash drive as the first boot device.
Repeat the process.

Hi, I am trying to reinstall windows 11 after upgrading motherboard (MSI 870X Tomahawk) /cpu (9800X3D)/ram. I have only moved my m.2 SSD to the new motherboard. I have used a USB, formatted to FAT32, with Windows media creation tool to make it a boot drive. In the bios, the USB is the first priority. So I can get to starting the windows 11 clean install, chose language, deleted all other partitions on my old SSD, and the installation starts. It gets to 10%, the PC reboots (which I presume is part of the install process) but when the screen comes back on, I'm back at choosing language and restarting the windows 11 clean install. How can I successfully clean install windows 11
