Clarification on Converting Windows Server Datacenter to Standard Edition

We have a VM that is currently running Windows Server Datacenter, but we only have a Windows Server Standard license available. We would like to know if it is possible to convert the existing Datacenter installation to Standard Edition. If the conversion is not supported, please advise on any actions or recommended steps we can take to comply with the licensing requirements.

Microsoft officially does not support in-place downgrades from Datacenter to Standard, as edition changes are mainly intended for upgrades, such as moving from Standard to Datacenter, rather than downgrades.
For licensing compliance, keep in mind that licenses must cover all physical host cores used for virtualization, and you need to license them according to the edition in use. You cannot use a Standard license with a Datacenter edition installation; to use Standard licensing, the VM must be running the Standard edition operating system.
Since direct conversion from Windows Server Datacenter to Standard edition is not supported, here are the recommended steps to comply with licensing:
- Start by performing a clean installation of Windows Server Standard edition on a new VM or server. This will provide a stable and properly licensed environment for the Standard edition.
- Before starting the installation, make sure to back up all important data, applications, and configurations from the Datacenter VM. Use system backup tools, export settings, and keep records of roles and features.
- Once the Standard edition is installed, migrate roles, features, and applications to the new server. Use migration tools like Windows Server Migration Tools if needed, and set up services again as required.
- Check that all services and applications are working as expected on the Standard edition VM.
- After confirming a successful migration, decommission the old Datacenter edition VM, or keep it offline as a temporary backup if necessary.
- Ensure your licensing matches the edition in use — assign your Windows Server Standard license to the new VM and keep license compliance for your physical hosts.
This method helps keep your environment compliant, avoids risks from unsupported downgrades, and reduces downtime from edition-related issues. It’s best to schedule the migration during a maintenance window to minimize impact on users or services.
