How do effectively escalate an issue that Microsoft is avoiding?

It is impossible to explain the circumstances of my email being hacked to a computer. Microsoft abdicates all decisions on account recovery to AI while I have undeniable proof that the account belongs to me. But no one at Microsoft will bother to listen. Some facts:

Hotmail address is my name.

Gmail address is my name.

Yahoo address is my name.

Hotmail account not used for past 6 years and then on November 25th I got calls, texts, Facebook Messages responding to an email from me to people in my contacts that I am ill and need help. Remember, to reclaim the account I need to prove my identity. So the hacker sent out 50 or so messages using my name and picture to solicit money from my friends and family. I have copies of the emails. How can that scenario NOT PROVE MY IDENTITY? As it sits right now Microsoft is complicit in supporting the fraud and they could care less!

    I understand this feels unfair, and I want to help point you to the path Microsoft supports. First, did you already try the Microsoft Account Recovery Form using details you previously used on that Hotmail account, like old passwords or devices you signed in with?

    Microsoft does not review proof sent by email or phone, and personal Outlook.com and Hotmail accounts are only restored through that form. Accuracy of past info is what confirms identity. If the form fails, you try again after 24 hours with more correct details. The official steps are listed on the Microsoft support page for recovering a Microsoft account.
